History of the University

From a pioneering specialized-training institution to a national hub for distance learning and continuing education.

The University of Continuing Education was established under the Ministry of Higher Education and Scientific Research by decrees No. 90-149 and 90-150 of 26 May 1990. It is a higher-education institution built on distance and blended learning, alongside continuing-education programmes for professionals and executives.

Over more than thirty years, the university has built pioneering expertise in specialized training and distance learning, and developed a national network of centres and annexes covering the entire country — becoming a reference for bringing education closer to citizens wherever they are.

1990
Founding of the university
Promulgation of decrees 90-149 and 90-150 of 26 May 1990 establishing the University of Continuing Education, its organization and operation.
30+ years
A distance-learning pioneer
Sustained experience in specialized training and distance education, developing the human and technical capacity to support a growing number of students and learners.
2020–2021
Bachelor's and Master's online
Accreditation of distance Bachelor's and Master's degrees in law, economics and information & communication sciences, with the first cohort launched on the digital platform.
2026
A new framework and certified quality
Promulgation of Executive Decree No. 26-67 of 13 January 2026, broadening the university's missions and renewing its framework, and — in the same year — obtaining ISO 9001:2015 certification for its quality management system.
Today
A national network and record numbers
A network of 55 centres and over 15 annexes across 69 wilayas, with record figures reaching 85,000 registrations across the various specialties.
Vision
Towards 'UFC 4.0'
A gradual transition towards a smart, flexible, open and socially engaged university, built on comprehensive digitalization, the responsible use of artificial intelligence and quality of training.
