The University of Continuous Education Enhances Its Leadership in Open and Distance Learning
A qualitative leap in digital education to develop administrative and professional skills.
On Thursday, February 13, the University of Continuous Education – Didouche Mourad presented its new strategy in the field of open and distance learning for institutions and public administrations. This strategy includes the creation of four new training platforms starting from the current training session. The event was attended by representatives of nearly 180 administrations and public bodies from various ministerial sectors.
The presentation day for the new strategy was inaugurated by the university rector, Professor Yahya Djafari, accompanied by the ministry representative Mr. Farid Bouzid, and the representative of the General Directorate of Public Service, Mr. Chernoun Mohamed, with the attendance of some social partners (the General Union of Algerian Workers and the SNAPAP union). The day showcased the rapid digital transformations in the use of digital training platforms, highlighting the role of the university in training and qualifying human resources in the administrative sector. The university has adopted a hybrid training model that combines in-person training and distance learning through digital platforms. This approach has expanded the range of beneficiaries and enhanced the effectiveness of training programs, saving time and effort for employees by allowing them to choose convenient training times. This makes the university a leading institution in open and distance learning in Algeria.
On this occasion, Professor Yahya Djafari emphasized that the university is a reliable and active partner for various administrative institutions and public bodies by supporting them in the training process. As part of its future strategy, the university aims to achieve national leadership in open and distance learning by establishing a flexible and advanced training system based on the latest educational standards. This direction aims to enhance excellence and innovation by providing interactive educational media that benefit from artificial intelligence products and offer an appropriate environment for achieving the same or even higher competencies compared to in-person education. Video lectures save time and effort for trainees and allow the digital training platforms to save at least 3 million sheets of paper in various open training courses. This aligns with the ministry’s policy of adopting a paperless approach. Therefore, the university, according to Mr. Djafari, seeks to quickly transform into a fourth-generation university that is integrated with its environment, active in its society, and supportive of development in its country by opening up to its economic and social environment and achieving comprehensive digitization of services and transactions. This highlights the role of citizenship for any institution, and the university, by training 9399 employees in 2024, has left a notable citizenship mark. This number is expected to rise to 20,000 trainees in 2025, strengthening the university’s position as one of the leading institutions in distance learning in Algeria. This underscores the importance of its strategy in updating the apprenticeship and administrative training system according to the latest approved standards.
Mr. Farid Bouzid, Director of Human Resources at the Ministry of Higher Education and Scientific Research, and Mr. Chernoun Mohamed, representative of the General Directorate of Public Service, both praised the important role played by the University of Continuous Education since its inception in the training process for various institutions and public administrations and the promotion of human resources to achieve national development. They affirmed that the university has a pioneering experience in continuous and distance learning. The launch of these four training platforms and the improvements made to other training platforms is a considerable effort and aligns with the ministry’s digitization policy.
It is worth noting that the University of Continuous Education – Didouche Mourad has established itself as a leading institution in administrative training and distance learning since 2010, adopting a hybrid training model combining in-person and digital learning. This has increased the flexibility of training and made it accessible to a wide range of employees across different provinces, whether preparatory or complementary training.
The total number of trainees at the university since its founding 35 years ago has reached at least 420,000 in various sectors. From 2010 to 2024, corresponding with the introduction of the distance learning system, the number of trainees has reached approximately 143,024 nationwide, distributed between common sectors with 69,752 trainees and special sectors with 73,272 trainees, through several training sessions dedicated to pre-promotion training and preparatory training. This reflects the extensive scope of the university’s activities and its contribution to developing administrative and professional competencies, thereby improving the quality of public services provided by various institutions.
