The University of Continuos Education Organizes a National Seminar on the New Budgetary Approach in Higher Education Institutions

On Tuesday, June 24, 2025, the University of Continuous Education – Didouche Mourad, in partnership with the General Directorate of Budget, organized a national scientific seminar titled:

“The New Budgetary Approach in Higher Education Institutions: Reform Challenges and Transformation Barriers”,

under the joint patronage of the Ministry of Higher Education and Scientific Research and the Ministry of Finance.

The seminar opened with a welcome address by Prof. Yahia Jafri, Rector of the University, in which he expressed the political and institutional will to support the shift toward modern management models based on performance and results. He emphasized the importance of keeping pace with Algeria’s economic and financial transformations and highlighted the university’s role in promoting a culture of evaluation and linking funding to goal achievement.

Dr. El-Hadj Amri, Director General of Budget and representative of the Minister of Finance, underscored the strategic role of the higher education sector in leading budgetary reform, thanks to its human capital and diverse programs. He stressed the need for enhanced cooperation between the ministry and universities to ensure the success of this transition.

Mr. Abdelhakim Djebrani, Director General of Finance at the Ministry of Higher Education, speaking on behalf of Minister Prof. Kamel Baddari, highlighted the importance of continuous human resource development and the creation of a supportive regulatory environment to implement results-based budgeting.

In his keynote lecture, Prof. Abdelmajid Gadi, Chair of the seminar’s scientific committee, delivered a rich presentation titled:

“The Philosophy and Characteristics of Results-Based Budgeting”,

in which he outlined the conceptual and practical framework of this new system, distinguishing it from traditional input-based budgeting and emphasizing the role of performance indicators in guiding public decision-making and evaluation.

The seminar also featured the signing of a cooperation agreement between the University of Continuous Education and the General Directorate of Budget. The agreement aims to support training and capacity-building in public finance, promote knowledge exchange, and organize joint workshops to strengthen the university’s ability to implement budgetary reforms.

Three scientific sessions were held during the seminar, each addressing different dimensions of budgetary reform in Algerian universities:

 

– The first session, chaired by Prof. Omar Sakhri, focused on legal and procedural aspects based on Organic Law 18-15.

– The second session, led by Prof. Ahmed Zegdar, explored institutional adaptation and financial challenges in the higher education sector.

– The workshop, moderated by Prof. Noureddine Jlid, examined the legal and legislative dimensions of budgetary reform, particularly the alignment of legal texts with the realities of Algerian universities and the role of oversight and accountability in achieving efficiency.

The seminar saw active participation from senior officials of the Ministry of Finance and the Ministry of Higher Education and Scientific Research, who contributed valuable insights and practical proposals for implementing reform.

The seminar concluded with a set of recommendations emphasizing the need to:

– Complete the budgetary reform process

– Strengthen internal control mechanisms

– Improve budget preparation and execution

– Adapt legal texts to institutional realities

– Promote inter-administrative knowledge exchange

– Raise awareness of international public sector accounting standards

– Provide institutions with necessary resources

– Issue regulatory texts related to budget reform

– Support higher education institutions while considering their specificities in budget implementation and oversight

– Enhance coordination among public finance stakeholders

– Intensify staff training on budget reform.
