The Steering Council represents one of the central bodies of the university, and its membership includes representatives from several ministries with tasks closely related to the field of the university’s activities. These representatives are proposed by the ministry bodies to which they belong, and the council is chaired by the Minister of Higher Education and Scientific Research or their representative. The council, which is to be held at least once a year, assumes several responsibilities that are deliberated upon by its members.

The matters discussed by the council include the development prospects of the university, proposals related to program planning, improving the quality and renewal of education, as well as the study of exchange and cooperation programs. Additionally, the council reviews the annual work report, approves the internal regulations, discusses budget projects and the university’s accounts, accepts donations and heritages, approves loans to be contracted, and decides on property acquisition, sale, or leasing. Furthermore, it approves the annual activity report and the management account presented by the university director.
