Establishing a national system for quality guarantee in higher education is a project undertaken by the Ministry of Higher Education and Scientific Research. For this purpose, an official body called the « Committee for Developing a Quality Guarantee System in Higher Education » has been established.

This committee has been tasked with the involvement of higher education institutions by appointing quality guarantee cells and officials responsible for these cells. They serve as a link between their institutions and the bodies of the Ministry of Higher Education and Scientific Research.

The ministerial body has organized training and awareness courses for quality guarantee officials in preparation for the evaluation phase of their institutions’ activities, ensuring their integration into the national quality system.

The current stage of the ministerial body’s work involves the introduction of what is known as the « national reference framework. » This framework allows for the definition of evaluation criteria to be adopted by higher education institutions. It also involves the establishment of an external evaluation body responsible for auditing the self-evaluation processes carried out by various universities.

 the establishment of a quality guarantee cell began in 2014. They supervised a seminar in June of the same year, which allowed for the development of a specific action plan for the University of Contiuous Training, particularly regarding self-assessment in several areas.

In this regard, the issue was raised that the university would focus on three key areas: training, governance, and relations with the economic and social environment. These areas align with the nature of the university, as it does not have structures affiliated with host universities or student life (students are only involved in studying after 4 PM on weekdays). Additionally, it did not have previous activities in scientific research, while international cooperation is the responsibility of the university director.

the university underwent reform of its missions starting from the issuance of Ministerial Decree No. 1022 in October 2017, granting it the possibility of training within the framework of e-learning. This marked the beginning of self-assessment, which led to the development of a final report in May 2018, officially sent to the ministerial committee in early July of the same year.

the university is currently (2019) working on establishing the foundations of the institution based on its new missions, ensuring proper attention to the e-learning model.

 The initiation of awareness-raising activities through:

1-Opening a dedicated page for the cell’s activities on the university’s website, primarily used for communication, publication, and ensuring transparency in the cell’s work.

2-Documentary work related to collecting various media materials that focus on quality guarantee systems in Algeria and worldwide, allowing for the dissemination of information that brings the content of the system closer to various stakeholders in the university (faculty, administrators, students

3-Organizing periodic events such as seminars, training workshops, and conferences on quality guarantee.

4-Informing various stakeholders in the university about national and international experiences in the field of quality guarantee.

Dividing the tasks among the members of the quality guarantee cell according to their specialized expertise in the fields of university activities, which, according to the adopted methodology in Algeria, include:

the adoption of the national reference framework for quality guarantee, and the initiation of the self-assessment process, which took place between October 2017 and May 2018. This process covered three areas: governance, training, and relations with the economic and social environment.

submitting the final report on the university’s performance after incorporating necessary corrections to the external evaluation body (under establishment) to obtain the quality accreditation certificate.

All of these efforts aim to continuously improve the university’s performance, which is the main objective of the reform approved by the public authorities.
