Launching Algeria’s First Remote Entrepreneurship Development Center

   On Thursday, April 17, 2025, Professor Kamel Baddari, Minister of Higher Education and Scientific Research, oversaw the signing of a framework cooperation agreement between the University of Continuous Education and the National Agency for Support and Development of Entrepreneurship (NASDA). This agreement marks the launch of Algeria’s first remote entrepreneurship development center. 

   The agreement was signed by Professor Yahia Jafari, Rector of the University of Continuous Education, and Mr. Bilal Achacha, General Manager of NASDA. This milestone represents a significant step in advancing entrepreneurship and innovation within Algerian universities. Public interventions aimed at project holders—whether for creation or expansion—will benefit from comprehensive support, including entrepreneurship training and assistance in obtaining governmental funding allocated to start-ups and micro-enterprises. 

   The new remote training format will cater to all project holders, both residents and expatriates, offering training that facilitates integration into Algeria’s national market conditions and access to advantages provided by NASDA. 

   On this occasion, the Minister of Higher Education and Scientific Research emphasized the importance of achieving efficiency in accompanying project holders to ensure the actual implementation of projects benefiting from public funding. He highlighted the need for a comprehensive economic system that supports project owners, especially university graduates seeking favorable conditions to start their endeavors. This initiative aligns with the sector’s role in contributing to the national effort to establish enterprises. 

   The minister also stressed the importance of instilling a culture of innovation and initiative within Algerian universities and recognized the critical role of academic institutions in generating wealth and driving economic development. 

   The event was attended by Ahmed Mir, President of the National Committee for Monitoring Innovation and University Business Incubators at the Ministry of Higher Education and Scientific Research. Mr. Mir commended the initiative, describing it as a qualitative step toward expanding the experience of digital incubators and extending training and support to various student groups amidst rapid technological transformations. 

   The new remote entrepreneurship development center is a unique experience at the national level, offering students online training programs, specialized support, and guidance in entrepreneurship and micro-enterprise creation, with a strong focus on innovation as a key driver for future projects. 

   Both Professor Yahia Jafari and Mr. Bilal Achacha reaffirmed their commitment to strengthening cooperation and partnership to foster entrepreneurial spirit among students, providing an enabling environment for transforming ideas into actionable projects. 

   The signing ceremony concluded with a visit to the audiovisual center and the interface complex, which includes business incubators, the entrepreneurship development center, the artificial intelligence unit, and the liaison office with the economic environment. A detailed presentation was provided on the mechanisms of operation, the training program, and how the center integrates into the university’s strategy of openness to the economic and social environment.
